dviout の gs に関する設定に問題ありでしょう。

dviout を単独に開いて，メニューから
  Option
    Setup Parameters...
とたどると
  DVIOUT のプロパティ
と称するダイアログが開きます。
  Graphic の項を開いて，その中ほど
    gsx:
  の右に gs の起動コマンドがフルパスで記入されています。
それが正しければ
> Cannot get C:\Users\user\Desktop\a\a.e1.pbm
ということにはならないはずです。

その gsx: の所をマウスで左クリックすると
  automatic search ?
と聞いてきますから，
  はい(y)
と答えます。前とは違う表示になったら，
  save
  Ok
と2つのボタンを押します。

さて，変化がありましたか？
